Loki is a combat class ship meant for PvP (Marauders are the PvE ships, designed for mission running lvl 4+s)...so off to low/null for ISK farming. They're forcing miners out there, the rest of the lazy scared profiteers in big expensive ships need to follow.
A Moa is fine for 3/10, a Drake for 4/10. Perfect ships for skilling players that need the tank for those sites. Anything else is being a chicken to possible PvP. And stating a T3 is a PvP ship....T3's are not a PvP'ers ship of choice. Fly what you can lose. With T3's that statement includes SP.
The flaw is this: use ships that clearly OP for a job, then when it's nerfed, come back whining/defending it's practice.
Exploits eventually get fixed. No point complaining about the fix after the fact. You knew it'll end one day...and it's now.
All this reminds me so much what's wrong with PvP in general and how chicken PvPers tend to be. My sis was in a newbie area today fishing, a level 90 Warlock was killing quest NPCs and level <20s. Sis remembers the level 20 gankers. Sis blew the Warlock up and proceeded to kill the Horde NPCs as compensation.
Sis hates PvP.

Need the sites to learn surveying, archaeology and hacking. I was doing some before the expansion, but it's difficult to do it when the sites are all hogged up by high levels. What's left are WHs, which can't be done without the skills. When skills take 12+ days a piece to even unlock the advanced skills to do level 4 missions in your lifetime, it's all a new player has.
Just jumping into a destroyer as a 3 day toon maybe fun pewpewpewing, but there's no shortcuts to learning those skills to survive and prosper. It takes months to get the skills leveled to effectively fly a covert ops ship to get down to low sec to scan (or just be cannon fodder). Core skills; defense skills; weapons skills; navigation skills and the science skills to even pinpoint sites well.

Wrong attitude if EvE ever wants to break 1mil players (and not over half extra alt accounts).
High sec is for new players. It's not designed for those with the skills to use it as a safe zone to play for usually low/null players.
Until CCP changes EvE to be a more PvE game, PvPers with OP ships in high sec sites designed for lowbies will chase those lowbies right out of the game.
"Time is money, friend" and they're not going to pay to not even play the game.
There's no excuse for you to not take your T3 and put it in the environment it was designed for...and that's low/null.
